Job Description:CCL Inspector IIIThis position performs regulatory work by monitoring and investigating child care facilities in accordance with the Human Resources Code, Texas Administrative Code, Minimum Standards, and Licensing Policy and Procedures Handbook. Work involves making facility inspections, conducting investigations in child care facilities and homes, providing training to child care providers, and convening pre-application meetings for applicants. The position interacts routinely with Texas Department of Family and Protective Services staff, representatives from various organizations, and the general public. Essential Job Functions:Monitors licensed and registered child care facilities, documents compliance or noncompliance with standards using agency forms, and notifies providers of required corrective or adverse actions being taken. Monitoring actions include the timely completion of monitoring inspections; follow up inspections; waivers and variances requests; fees payments; background checks; controlling persons identification; and permit renewals. The position is also responsible for ensuring the time at the operation is appropriate to the facility type, capacity, and inspection type conducted; evaluating all standards in a two-year period; evaluating the federally required standards annually; conducting inspections at the appropriate times of day; identifying and citing deficiencies correctly and addressing risk; taking photos as required and documenting those correctly; ensuring the documentation is clear and concise; ensuring follow-ups are appropriate to address risk; and providing useful, purposeful technical assistance to assist operations in improving compliance. When necessary, this position is responsible for ensuring enforcement action is identified, taken and documented in accordance with the law, rules, and policy, to ensure the health, safety, and well-being of children in care. This includes processing provider plans of action timely and addressing risk; processing corrective actions timely and ensuring conditions address risk; conducting enforcement action inspections timely; ensuring administrative penalties are assessed and processed appropriately and timely, and processing adverse actions timely and ensuring they address risk. (40%)Investigates complaints, serious incidents, and reports of minimum standards violations in licensed child care facilities and licensed, registered, and listed homes. Investigations are completed timely according to law, rules, and policy. This position must complete investigations initiations timely, complete all investigation actions and documentation timely and accurately, conduct investigation inspections within required time frames and in a time needed to address risk; and send investigation notification timely. Documentation reflects that investigations are thorough, address risk to children, and are in compliance with laws, rules, and standards. In addition, documentation of findings is sufficient to support the investigation decisions. (25%)Evaluates new applications and child care facilities to issue licenses and registrations. Licensing applications and issuances are processed according to Child Care Regulation law, rules and policy time frames. Decisions to accept application and issue permits are made in accordance with law, rules, and policy. Documentation reflects the acceptance and issuance decisions.(15%)Provides training and technical assistance to child care providers on issues related to minimum standards. Attends or presents at provider meetings. Conducts provider trainings that are useful, purposeful, and outcome-oriented, including Pre-Application sessions for new providers, and minimum standard trainings. Networks and collaborates with providers, stakeholders, and the general public. (10%)Responds to emergency complaints of high risk situations in licensed operations. (5%)Performs other duties as assigned and required to maintain unit operations. (5%) Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts. Attends work regularly in accordance with agency leave policy. Work hours must be flexible and are not considered 8:00-5:00. Occasional work during the evening and weekends may be required. Knowledge Skills Abilities:Knowledge of Texas laws relating to regulation of child care and child abuse/neglect. Skill in effective verbal and written communication. Skill in establishing and maintaining effective working relationships. Ability to initiate and participate in enforcement of regulations concerning child care facilities.Ability to evaluate facility's operations in relation to agency guidelines for management of child care facilities. Ability to work with diverse groups of people. Ability to de-escalate situations with tact and diplomacy. Ability to self-start, organize, and manage priorities. Ability to operate basic office equipment including camera/AV equipment. Ability to travel. Registration or Licensure Requirements:Valid driver's license Initial Selection Criteria:CCL Inspector III: Graduation from an accredited four-year college or university.CCL Inspector IV: Graduation from an accredited four-year college or university. Two (2) years previous experience as a CCL Inspector I, II, or III.CCL Inspector V: Graduation from an accredited four-year college or university. Required CCR Advanced Inspector Certification Two (2) years previous experience as CCL Inspector IV Additional Information:REQ 483583 The salary offered will follow HHS starting salary guidelines which are typically made at or near the minimum of the salary range. This position will be in a mobile unit which means the majority of the work will be conducted using mobile technology, such as a tablet and cell phone, while away from the office.
