  • Doctoral degree required in higher education administration, student development, counseling, social work, or STEM -related field from an accredited college or university. -
  • Experience in staff supervision, budget management, program development and evaluation, reporting, and compliance with federal regulations.
  • Experience in collegiate teaching, administration, scholarly activities, developing research materials, or working with academic support programs to promote graduate school enrollment and doctoral degree attainment. -
  • Experience planning, coordinating and implementing services for underrepresented college students.
  • Demonstrated program management experience inclusive of hiring/training staff, budget management and reconciliation, maintaining detailed program files and documentation, knowledge of state and federal policies and guidelines, preparing annual performance reports, and administrative processes essential for program success.
  • Demonstrated understanding and commitment to first-generation students and students from historically underrepresented groups in higher education and a demonstrated ability to effectively advise and advocate for those students from the target population in a college setting.
  • Knowledge of TRIO or other higher education academic programs and support services and effective practices supporting student recruitment, retention, and development.
  • Professional or personal experience in overcoming barriers like those confronting McNair Eligible Participants is preferred. Preferred Qualifications
    • Experience in SAP /Excel
    • Experience with Blumen/Lacai or other student database
    • Applicants who have succeeded in overcoming obstacles similar to those encountered by TRIO or TRIO -like students.
    • 2 or more years experience working with underrepresented students.
    • 2 or more years of grant fiscal management.
    • 2 or more years experience supervising professional and clerical staff.
    • Commitment to Diversity, Equity, and Inclusion. Job Description Reports to the Senior Director and Executive Director for TRIO Programs within the division of Inclusive Excellence at Texas State University- San Marcos.

      The Director for the McNair Scholars Program reports to the Senior Director and Executive Director for TRIO Programs.

      The Director is responsible for the daily operation and facilitation of the programmatic and administrative components of the McNair Scholars program.

      The Director will be responsible for coordinating and providing administrative oversight for all phases of the Program. Primary duties involve writing grant proposals, implementation of program activities and services to meet specific program objectives.

      Occasional evening and weekend work will be required. This is a grant funded position. Initiation and continuation of this position is contingent upon grant funding. Job Duties
      • Communication and correspondence with Department of Education Program to discuss program needs, concerns, and updates.
      • Work with university departments to resolve any issues that may arise as they pertain to budgets, financial analysis, reconciliations, procurement, travel, the hiring process, office maintenance or otherwise.
      • Attend TRIO Director/All Staff meetings to discuss administrative workflow issues and to provide university updates on changes or updates to policy.
      • Work with Inclusive Excellence to arrange meetings, disseminate information and updates as needed.
      • Act as liaison with host institution and agencies of local, state, and federal government and community organizations.
      • Represent the program and university at community meetings, task forces, and committees.
      • Staff management, administration of policy & procedures, approve staff time entry and leave, insure compliance with all regulatory policy, conduct staff meetings, develop, and manage department budgets, & manage procurement requests.
      • Responsible for the daily operation of the TRIO program and its all components.
      • Responsible for training, supervision, and evaluation of performance of program staff.
      • Conduct regularly scheduled group and individual meetings with program staff.
      • Prepare and administer the approved budget in accordance with federal and university budgetary policies and procedures.
      • Initiate requests for budget changes.
      • Develop and implement strategies to meet program objectives.
      • Submit Annual Performance Report
      • Maintain relevant data and metrics on performance.
      • Documentation, measurement, and evaluation of goals and objectives.
      • Check documents submitted for completeness.
      • Develop and maintain process for keeping accurate records.
      • Monitor file/record keeping schedule in accordance with university guidelines.
      • Provide guidance on internal file/record audit policy.
      • Conduct regularly schedule audits on participant files and financial information.
      • Attend State, Regional and National Conferences.
      • Work on university wide TRIO initiatives both internal and external.
      • Other duties as assigned.
