Job Description:
Duties--- You will plan and schedules work assignments on a
long-range basis, preparing budget estimates and allocating
resources within the branch.--- You will determine program goals
and plans, independently or in conjunction with higher
management.--- You will establish policies for the organization
concerning program emphasis, operating guidelines, priorities,
etc.--- You will oversee budget execution in accordance with budget
controlsReports status to higher level leadership.--- You will
exercise responsibility for all aspects of civilian personnel
management.--- You will Assess the training and development needs
of the branch.--- You will be responsible for compliance with all
Federal, state and local statutes and regulations, and with DoD and
DON policies, instructions and guidance.--- You will be responsible
through supervision for overall coordination of the maintenance and
sustainment of utility services and systems performed by NA VFAC
SW, or other contractors.--- You will monitor long range planning
and all new work projects for utilities to meet mission
requirements.--- You will coordinate program efforts with other
USMC and Navy installations, higher headquarters, and other
government entitiesRequirements Conditions of Employment--- Must be
a US Citizen.--- Must be determined suitable for federal

travel on military and commercial aircraft for extended periods of

equipment such as helmets, gloves, coveralls, glasses, goggles,
respirators and safety shoes continuously for the duration of the
work shiftQualifications Your resume must also demonstrate at least
one year of specialized experience at or equivalent to the GS-12
grade level or pay band in the Federal service or equivalent
experience in the private or public sectorSpecialized experience
must demonstrate the following: Extensive knowledge and experience
on Utilities and Energy management; Knowledge and experience on
contract procurement procedures as they relate to new construction,
repairs, indefinite quantity contracts, and service work; Knowledge
of the Defense Utility and Energy Reporting System (DUERS) and
other energy program reporting requirements; Knowledge and
experience on utility systems including billing, invoices, and
utility rate structure; Knowledge of MAXIMO and production control
of facilities work and knowledge of Facility Related Control
Systems (FRCS), such as microgrids, direct digital control systems,
and advanced meter infrastructureAdditional qualification
